The Blue Economy provides an opportunity for sustainable development in coastal communities while safeguarding marine ecosystems, protecting Filipinos from the extreme impacts of climate change, and preserving their livelihoods.

The Asian Development Bank (ADB) supported the Philippine Development Plan for the year 2023-2028 and the government’s National Adaptation Plan 2023-2050 by approving a $500 million policy-based loan. It seeks to support the sustainable management of the Philippines’ marine ecosystems, help rejuvenate coastal areas, and foster vibrant, resilient, and low-carbon blue economy development. The Marine Ecosystems for Blue Economy Development Program aims to boost the productivity and diversity of the ocean-based economy of the Philippines. Furthermore, one of its objectives is to improve the plastic and solid waste management value chain and increase investments in the country. According to ADB, these steps will promote long-term ecological and economic resilience while also protecting Filipinos from the significant effects of climate change.
The ADB’s Philippine Country Director, Andrew Jeffries, also said that the blue economy can create an opportunity to achieve inclusive, resilient, and low-carbon development, benefiting most Filipinos who depend on the ocean and marine biodiversity for food and livelihoods. The blue economy covers the fisheries, manufacturing of ocean-based products, tourism-related services, shipping, and offshore energy.
Marine ecosystems are increasingly under threat from unsustainable practices such as plastic and solid waste pollution, and drastic effects of extreme changes in the weather. Since the Philippines is the world’s second-largest archipelagic nation, it is commonly hit by at least 20 typhoons annually, resulting in hundreds of casualties. That is why the blue economy also strives to protect Filipinos from the intense impacts of climate change while ensuring the continuation of ocean-based livelihoods.
