As climate risks intensify in the Philippines, strengthening adaptation strategies through evidence-based policies, resilient agricultural systems, and support for vulnerable communities remains essential for achieving long-term climate resilience and sustainable development.

The Philippines, a tropical island nation, is significantly impacted by climate change. For many years, it has been exposed to recurrent heat waves, typhoons, heavy rainfall, and flooding. According to the Organisation for Economic Co-operation and Development (OECD), projections under global warming scenarios indicate output losses, rising inflation, and hardships for vulnerable communities. Therefore, the government is actively investing in adaptation measures while contributing to the global climate mitigation agenda.
One approach of the government to address the challenges faced by the country due to climate change is the National Adaptation Plan (NAP) 2023-2050. This plan identifies eight priority sectors for climate adaptation: (1) agriculture, fisheries, and food security; (2) water resources; (3) health; (4) ecosystems and biodiversity; (5) cultural heritage, population displacement, and migration; (6) land use and human settlements; (7) livelihoods and industries; and (8) energy, transport, and communications. The sectors’ aims are tailored to achieve outcomes grounded in climate science, risk assessments, and socio-economic analysis. Overall, the NAP highlights a data-driven and participatory approach, seeking to reduce vulnerability, enhance resilience, and integrate adaptation across development planning to ensure a sustainable, inclusive, and climate-resilient future.
Exposed to rising sea levels, Filipinos living in coastal areas are affected by inundation. Together with increased ocean temperatures and frequent typhoons, these rising levels significantly impact the living conditions of populations in coastal areas. Furthermore, the effects of global sea level rise and local land subsidence are exacerbated by the degradation of mangrove and seagrass, which serve as an essential ecosystem that naturally buffers against storm surges. The government’s response to this is to develop a “blue economy” framework that includes initiatives to integrate economic development in low-income coastal communities and enhance protection of natural resources.
OECD highlights the importance of early adaptation actions because they can potentially reduce the output losses due to climate change. It suggests that the agricultural sector adopt new farming practices that can reverse productivity declines and restore rice and maize yields. However, output losses are projected to be higher if typhoon sensitivity is heightened, particularly if energy and manufacturing, which rely on expensive plants and equipment, are most affected. In addition, conserving, enhancing, and restoring degraded ecosystems and managing natural resources are essential steps to protect communities and rural livelihoods. This approach includes campaigns addressing declining agricultural and fisheries yields and actions to safeguard workers and children from heat stress.
Moreover, they emphasized that protecting the vulnerable population against exposure to natural hazards should be a priority, citing that climate change does not affect all sectors equally. Among the most at risk are poor households that depend on agriculture, as they are disproportionately vulnerable to the impacts of climate change. These households often reside in disaster-prone areas and face higher risks of mortality, income loss, and long-term impoverishment, especially as the frequency and severity of climate-related disasters increase. To protect the most vulnerable, the OECD suggests that financing mechanisms like crop insurance schemes for small farmers, disaster risk funds, and revenue recycling from carbon pricing can provide essential buffers to help low-income households overcome and adapt to the financial impacts of climate change. This initiative requires that adaptation strategies address the underlying social and economic inequalities that increase their vulnerability and reduce their capacity to recover.
