Strengthening Agricultural Support Systems in the Philippines Through Policy Cooperation, Food Security Programs, and Trade

Promoting agricultural sustainability through regional cooperation, climate resilience initiatives, and investment in innovation creates opportunities to improve food security, expand technical knowledge, and support long-term agricultural development.

The Producer Support Estimate (PSE) measures the support to agricultural producers in the Philippines. According to the Organisation for Economic Co-operation and Development (OECD), it is reported that the number of support policies decreased during the years 2022-2024. Furthermore, the budgetary support to farmers remains dominated by the Market Price Support (MPS), commonly focused on sugar, rice, maize, and animal products. Thus, consumers are the sole bearers of the cost of support for farmers, as they pay higher prices than they would in the absence of these support policies. 

The Philippines was able to integrate trade policies with sustainability in the agricultural sector by being part of several trade agreements with environmental cooperation provisions. Participation in these agreements provided opportunities for technical co-operation in agriculture, especially in agroforestry and sustainable resource management. The OECD suggested that the Philippines could also utilize regional agreements to widen the technical cooperation for sustainability in agriculture. 

Further, the government implemented several measures that seek to improve access to food while also supporting the long-term sustainability of the agricultural sector. Given the increased exposure of agriculture to climate change risks, the government also focused on strengthening resilience through sustainable farming practices, efficient production systems, and continued investment in innovation. These approaches are supported by policies that facilitate climate change mitigation and adaptation in agriculture, which aims to promote both environmental sustainability and agricultural development through improved access to financing for this initiative.
